Rolled up a RohanKnight Skeleton Rogue Assassin worshiping Melkor.
Forced stats to include 19 Dexterity.
Stealth on Character screen was already Legendary[32]. Gained a level in Thieves Quest, and looked to put points in to Stealth.
Stealth which SHOULD be 1.000 [2.000] was actually 0.000 [2.000]. I put all 6 skill points in to Stealth and saw the skill STAY at 0.000 for the first three skill points. Removing the skill point allocation resulted in having only THREE (3) skill points to reallocate, and Stealth stayed at 0.000

TobiasParker: I started a Orcish classical darkpriest and he had the same dtealth issue s well as Legendary[362] disarming...which is funny, but yea i am assuming it is the negative stat issue as well since my char dump listed my disarming as -3. Well here is something interesting
