It seems that there can be no more than 9 current quests active at one time. I noticed this situation because none of my active quests was a god quest and I was wondering why it was taking so long (more than a dozen levels had gone by) to receive another (my 3rd). I completed a quest (by simply claiming the fireproofing reward for the alchemist quest, since it was taking up a quest spot). Then, after gaining another level, I was offered the next god quest.
