RavenRed: Just a couple of very brief ideas in regards to Magic Devices, which (as I understand it, are going to be revamped in 3.0.0)
Firstly, Magic Device should give cast the spells inside the device witgh a level equivalent to (Max Magic Device Level x (Magic Device Skill@2:1). This makes pumping MD to the max a potent weapon.
Secondly, Recharge (in the Meta school) could become "fail-proof" at Level 50. (Another option might be "Failless charging" as an ability). This would enable Magic-Devices to become have "infinite" usability for master spellcasters... than they are now. Setting a max of Level # of charges might be a counter-balance to this.
Why do this? To make Magic Devices a viable first choice offensive weapon. In order to balance this, everyone's mod in MD should be lowered considerably. (Yes, this makes warriors slightly harder to play.)

KhymChanur: If Recharge become fail-proof at level 50, wouldn't that only be useful to mages and sorcerors, who'd have their own attack spells and thus wouldn't need magic devices so much?
RavenRed: Mages can specialise in particular schools, and this enables them to make Magic-Device / Meta a reasonable attack school to have. Also, I'm thinking of the new alchemists.
KhymChanur: But the new alchemists will already have a fail-proof recharging through alchemy, and an item that's been recharged with the Recharge spell can't be alchemy-ized anymore.
RavenRed: Wasn't aware they'd been finalised. In any case, I'm looking t5o make magic devices a bit more powerful than they are now, allowing different viable playing styles.
