I just read Veniss Underground by Jeff VanderMeer and think it has the makings of a module in it.

The surface of Veniss is a comparatively safe place with low-level muggers and such. There are even police forces even if they don't accomplish much. Once one gets underground, danger increases and the muggers are more bold and experienced. At the deeper levels people get more desperate and hostile and the percentage biological humans drops. Level 30, where your nemesis Quin waits, is a vision of Hell on earth.

Potential special levels include the organ bank on level 5, the garbage zone on level 10, and the train station/tunnel on level 15.

There are two main ways of approaching the dungeon structure.

  1. Aboveground Veniss is a town level that is dangerous in the old Angband style or even more so. Veniss Underground is the only dungeon in the game. It may have 30 levels that get harder faster than usual or each of the 30 levels is divided to three dungeon levels with Quin's home being potentially separated to its own area.
  2. There are multiple dungeons. Aboveground Veniss has a simple starter dungeon. The dangerous deserts around Veniss have one or more dungeons, and other towns are also accessible, so you can for example get to Balthakazar Underground. Veniss Underground corresponds to Angband and spans something like levels 70 - 100.
